UPDATE: bought Taichi Z390 Ultimate, horrible vrm coil whine, going back as well. Unacceptable on $229.99 board
No matter what I changed in BIOS besides of Memory set to XMP, nothing changes. Ratio change does not produce any changes in windows, changing voltage neither, 9900k is jammed at 3.6 ghz with no boost, it's kind of funny, I played games for past 2 days on 3.6 ghz with i9 9900k, and in certain times it's better than i7 9700k, lows are not as low. It's neck to neck with 4.9 ghz 9700k. Win here, lose here. Switching from both sides as far as minimum fps.
Flashing bios did not change anything. It takes about 20-30 seconds to enter BIOS, everything seems broken about that bios, I even tried flashing to older bios, but results were IDENTICAL.
Board seems used, the protective plastic is no longer on the vrm, and box has a rip. I kind of shrugged it off, but now I know why this is returned. Whoever returned this without notifying of the issue...you are wasteful person, wasteful of someone else's time. Imagine someone who doesn't know how to diagnose the issue, he is probably using the board at 3.6 ghz with no turbo boost, and not even knowing. Big thumbs down to that person, and thumbs down to ASROCK for not checking boards for functionality, and the worst...saying this board is "new".
It's NOT, Asrock. I will be returning it soon, but you guys need quality control. I bought your Taichi, let's hope there are no more surprises, or that stuff is going back to you as well.
Also...what is this on the website about the fact that if you flash bios you cannot flash to older version. You are basically gambling a board with a bios update then.
In my case, I already had the issue, where CPU is not even running stock, let alone overclock it, nah...can't, it doesn't even recognize the value change. Nothing is on auto, and it doesn't matter.
Found a thread about this identical issue but no fix there. SAME exact issue.
