Longer version: This thing isn't bad, but it's terrible value (this I will talk about later). In terms of installation it's not too bad and does support LGA 1700. There was 2 major notes I want to point out. The first point is for AM4/AM5. When you install the bracket that screws down onto the motherboard, you can see the bracket has a high side and a low side. The high side presses against the inside edge (towards the heatpipes), if you don't do this the heatsink won't screw down properly (the diagram in the instructions doesn't do a really good job demonstrating this, see the 3rd, 4th, and 5th pictures I've taken in the review). The second point is for LGA 1700. The plastic backplate adjusts via clips on 4 sides for LGA 1700 and LGA 115x/1200. However you'll also need to adjust the screws on the cooler bracket by pushing down against the threaded side of the screw, then moving it along the bracket. Moving it to the outside gives you mounting for LGA 1700, and this is not mentioned at all anywhere in the instructions (see the 7th, 8th, and 9th pictures I've taken in the review). Unlike some other coolers, there's no double-sided adhesive on the Intel backplate to hold it temporarily in place, so if you're swapping coolers with the motherboard in the case, you'll need to have a second hand to hold the bracket in place while you screw it down.
The included thermal paste is identical to what Cooler Master includes for its coolers, just without the Cooler Master branding. It also includes what Cooler Master would include in its RGB products, a molex to 4-pin RGB controller, in case that your motherboard doesn't have a 4-pin RGB header. I mean, this is literally a Cooler Master product. The only benefit is that you can probably look up reviews for the Cooler Master HR410R which is what this CPU cooler is, and cross reference temperatures from those reviews.
I tested this on 2 systems, running Cinebench R23. The 1st system is a Ryzen 5 2600 (~85W sustained), 2x8GB 3200mhz CL18 memory, MSI X470 Gaming Plus motherboard. The 2nd system is an i5-12600K (~110W sustained), 2x16GB 3600mhz CL20 memory, MSI Z690-A DDR4 motherboard, w/ a LGA 1700 contact frame. Both of these motherboards I left the fan stock, and they're effectively open-air w/ ambient around 70F. I tested both this cooler and a Thermalright Assassin King 120 SE, which is comparable in price (at the time of this review, the Amazon Basics cooler is $28.49, while the Thermalright is $26.9).
Compared to the Thermalright cooler, the Amazon Basics (or Cooler Master one) ran much hotter. On the Ryzen 5 2600, it was 45.4C max for the Thermalright and 53.8C for the Amazon Basics. On the i5-12600K, it was 62C max for the Thermalright and 72C max for the Amazon Basics. Keep in mind the temps for the i5-12600K has a contact frame, your actual stock temps will be higher.
Overall, this thing only makes sense if it was >$20, and even at $20 the ID Cooling SE-214-XT not only would perform better with its better heatsink and larger fan, but it also has 3-pin ARGB. There's nothing wrong with the Amazon Basics CPU cooler, but it's not a good value. It would be a good deal if it was $15, it would make sense to purchase if it was $17 (both of these price point would make it at least somewhat competitive to the SE-214-XT), but at the $28.49 price point at the time of this review, this is a terrible buy. There's nothing criminally wrong with the Amazon Basics CPU cooler, but it looks outdated, and it doesn't perform that well compared to its cheaper and better-looking contemporaries.

I had the stock cooler with some thermal compound that's probably past it's best. Running at 3.5Ghz the cooler was fine, despite it running at 79c under heavy load. But overclocking to 3.8Ghz, and it would be thermal throttled at 100c. So I decided to buy an aftermarket CPU cooler.
My case has a glass side, so I wanted a cooler with RGB lights. Most of the ( Thermalright and Cooler Master) coolers are all ARGB that need a special socket on the motherboard that I don't have. Some RGB coolers come with a molex to ARGB adapter, but they generally cost more than the newer ARGB ones.
I initially discarded the Amazon Basics Cooler, as changing the cooler is a hassle and what's the point of putting a cooler that is considered "basic". It makes you think it's going to be worse than stock.
Searching for reviews, people say it's not as good as a newer cooler with ARGB. But they also say it's a de-branded "Cooler Master Hyper H410R RGB CPU Air Cooler" which currently sells for £30. The Amazon cooler sounds good value for £14.
Fitting was easy and it even came with some thermal compound. I can overclock my CPU to 4.5GHz (up by 1Ghz) and it runs 10c cooler. My games run better and I get a 3dmark score of 7641, up from 7276 with the stock cooler.
For £14, I can play my games a lot better. I can't recall paying so little for a boost in performance.
On the downside, the RGB controller died in the first hour when I adjusted the brightness. Amazon shipped a new cooler the following day and the new RGB controller is fine... so far.
