*****EDIT*****
I found out you can actually tag things you need for a mod so when you are out exploring and you come across something you need, there will be like a magnifying glass or something next to that item letting you know that is something you need. So it makes it a little easier to go out looking for the materials.
Some things I like:
The face sculpting is incredible in this game. You have so much more freedom and options to create a character how you want compared to previous games. The graphics are pretty amazing. Yes, they aren't anything too spectacular, but it is a nice upgrade. The lighting is amazing and there is actually color in the game! Being able to change your pip boy HUD(and regular HUD) to almost any color is a neat addition. As opposed to colors just like blue, white, green, and amber.
Because Fallout games are so intricate, I can't remember everything in past games, but there are different levels to Super Mutants now(I may be wrong about this). I was doing this side quest and I ran across this small neighborhood. And of course, it was run by Super Mutants. So naturally, I decided to take them on, I killed a few pretty easily and then there was this other one. I guess the boss? I died quite a few times to him. And I was like a level 15 too. So I decided to snipe him from afar and eventually killed him because he kept running back and forth by this wall. He was a pretty difficult guy to kill. The same thing happened in a different area with Super Mutants while I was exploring. It was actually during the same side quest too.
The weapon modding is cool. I actually don't do it myself, I just get them from the people I've killed. I'm too lazy to remember and go out and search for all the things you need(lol). I also really like the different sights you can have. The way the guns work now make it feel like an actual FPS game. At least for people like me who've played games like COD for a long time. We can FINALLY RUN in Fallout. I know it was in Skyrim, a different game, but naturally you'd assume it would be in F4 and it is. Your AP(action points) affect not just the VATS system, but how long you can run too.
I like how the weather changes. One minute there could be a nice, blue sky, the next there could be some rumbling and this (radiation?) storm comes in. The sky turns green and pretty much everything else does too. There's also these cool lightning bolts in the sky. And if you stay outside during this, you start to get rads. If you have a human companion with you they might say something about not staying out with it going on.
The way you loot things is a lot different(and better) in Fallout 4. It took a little getting used to, it still is sometimes, but it's amazing. All you have to do now is look at something(desk, person, file cabinet, locker, ect...), a menu pops up, and tells you everything that is inside. And when you look away it's gone. Like I said, it might take some getting used to if you've played previous Fallout games or even Skyrim. For a while I kept hitting (what probably would be) the back/exit button on other games after I was done looking instead of just carrying on and I would bring up my pip boy. Haha. The only problem I have is that I wish you could see the value of things when you hover over something. You can actually hit the transfer button which brings up a menu like past Fallout games when you open or want to loot things. And then you can take things out, give things to people or store them, and also see the stats and value of things. Maybe it's just me, but I think it would be better to see the stats/values without having to hit the transfer button if you don't want to. It would make it a lot more seamless.
Now for somethings I don't like:
There's no repair system in the game anymore; weapons don't decay. So I think it just makes picking up weapons from dead people(or wherever) somewhat useless. At least if you have the same gun. Unless you intend to sell them later. There could be a use to picking up the same weapons for modding and whatnot, but the only thing I've gotten was steel when I scrapped a gun. That could just be one part of it. But then again, like I said, I'm not really into searching everywhere to get all the other things you need to mod.
Even though this is under the things I don't like, I'm more indifferent towards this next one:
When you get radiated, it actually affects how much health you can have. The more rads you are exposed to, your health bar fills up in red, and moves across towards the left. So it's useful that if you find any Radaway you pick it up. Even though a Stimpak may heal a lot, especially if you have chosen perks for that, it might not be as effective if you have radiation poisoning. The waiting system is a little weird now. You can't just stand up and wait for hours. You have to go look for some place to sit down and wait.
This is just me, nothing to do with the game: I was hyped for weeks and months for this game, but when I got it, loaded it up, it kind of went away. Mainly just because I was so used to playing F3 and NV so many times, I knew where to go, what to loot ect... Once I started exploring more and finding new places, that excitement came back.
Of course, with Bethesda games, there are glitches and bugs here and there. One is where the subtitles don't work right. Someone could be talking to you, they finish, and then you are talking to someone else, but the previous person's subtitles are still there instead of the new persons. The frame rate isn't horrible, but you do get drops here and there. Mostly with combat or exploring new areas. I actually had a really big frame rate drop one time. it only lasted for 2-3 secs but it happened. You can see it here: https://vid.me/hA0p
The way the dialogue is in the game is different. Not necessarily in a good or bad way. If you liked how it used to be then it might take a while to get used to it. Especially because your character talks now. Instead of having anywhere from like 5-10 options to say things, now it's just 4. Also it's usually just a few words that describe what your character will say instead of having an entire line.
There's a new thing where you can build your own settlements now. It's not really for me. I've done somethings with it, but I doubt I will finish it. Unless I have to for some reason. Also I'm not really the type of person that likes to or knows how to make cool buildings, so if you are into or good at that, then you should definitely try it out.
Overall:
This is another great game from Bethesda! You are definitely getting your money's worth from them/this game as usual. I already put around 20+ hours into this, and I'm still fairly early into the main quests(I assume). Just after where you do that memory thing with Nick. Love this game because it's so massive and there's new things to explore! You can decide to go do a side quest, travel and explore places or towns, and then have even more side quests to do from meeting people and whatnot. I know that's like with all Fallout games, but it's even more fun because these are all new.
My intention with this review is to establish my initial thoughts and update as I go along. I'm dropping this game a 5-star review and have no problem a lot of that has to do with my enthusiasm for the series. I'll say that in fairness I had a love-hate relationship with the PS3 version of F3 and the DLCs that came later. Performance issues were a major drag and I hope (c'mon Bethesda) that these types of issues are avoided in the PS4 version. For my PC-loving brethren I do own a gaming rig and have played through both F3 and F:NV on my PC and love the modding experience. But for me I tend to play these games on my console first and then pick up the PC version later.

INITIAL IMPRESSIONS:
--------------------
'Graphics:
Where better to start than how the game looks. So first off F4 is using the same (but modified) engine as used way back on the excellent Elder Scrolls: Oblivion title and then later on Fallout 3 and Skyrim. I've got no beef with that but some people do. But suffice to say that thus far F4 looks terrific. The game starts in a peaceful suburb of the US pre-war and gives you a few brief glimpses of what Fallout would like like before the bombs dropped. After that things get decidedly darker and more bleak; or exactly what you'd expect from a Fallout title.
The game features the full day-night cycle just like F3 and truly expands on what the Oblivion engine can do. Lighting is excellent and I took a few brief moments to admire the glow of a mushroom cloud before rushing down into Vault 111.
The character models feel familiar but again improved upon. Sort of hilariously some of the typical Bethesda clipping issues are still present when moving through the environment. It doesn't take away from the experience imo but opinions will greatly differ I'm sure.
'Character Customization:
The game uses the initial opening moments to allow you to fully customize the look of your character - hair style, facial hair, color, body build, scars, blemishes - the works. F4 greatly expands on the character customizations of F3 and intuitively incorporates the controller to make changes without using sliders.
'Story: **Spoiler Free**
The opening hour or so of the game lays out the motivations behind Vault Tech Inc., and later your main character and the events that unfold over the course of your characters long sleep. After stumbling your way out of Vault 111 you're free to roam across the vast wasteland. If you've never played a (Bethesda) Fallout title or really a Bethesda RPG then the entire premise is really just centered on player freedom. You can choose to closely follow the main story missions or just wander the wasteland as you please.
'V.A.T.S. & S.P.E.C.I.A.L.
Present and accounted for and so far pretty much lifted right from F3. Individual limb/torso/head targeting is encouraged. Also present is the incredible amount of gore a well-placed shot produces. This game isn't for the feint of heart or for the kiddos. The perk system "SPECIAL" also returns and has a full progressive skill tree that unlocks better and more powerful perks as you gain experience and level your character. New to F4 is a full menu in the Pip Boy that lays out each individual SPECIAL perk. A full color spread (poster size) comes in the game case too. Neat.
'Notable Changes to F4:
Exploring the wasteland is thankfully a bit quicker thanks to how the search feature is implemented. In F3 that player needed to frequently interact with the environment to search containers - things like filing cabinets, safes, etc. In F4 your HUD displays the content of opened containers in the environment and you can choose to take items individually without the need to further interact (open) the container. Locked containers won't reveal their contents until you manage to crack them open. I LOVE this feature!
I haven't quite gotten there yet but have discovered various benches and upgrade station a la Skyrim where the player can use materials found in the environment to improve their armor, weapons, power suit, and more. Additionally there's a full fledged building subgame where you can build buildings and populate the contents of those buildings with furnishings! This really changes the value of previously worthless scrap - things like tin cans, tools, and other junk are now used for raw materials to apparently grow you settlement. I'll update this as I get more hands on experience and all of this is really from interacting with an upgrade station very early in the game.
UPDATE 11/12/15:
►Settlement and Crafting:
I've had more time to tinker with the crafting system and it's deep. Crafting extends to just about every aspect of F4 - from weapons and armor stations, power armor upgrade station, chemistry station (where you can improve drugs like Jet and Mentats and make hybrid buffs), and even cooking. Again think Skyrim but imo implemented a bit better in F4.
The city building/settlement improvement has sucked up a huge portion of my time and I'm really loving the feature. By interacting with a bench or holding the DS4s touchpad while in a settlement you enter the improvement mode. Here you can create new items - from furniture to defensive features - and even take old things that are just laying around and use them for resources. Old tires become rubber, old electronics are full of useful materials. You then take those materials and use them to upgrade various components of your gear or create new items.
One of the coolest features is improving the settlement. Early in the game you're tasked with creating beds, wells for water, planting crops and finally setting up a defense. I loved moving around Sanctuary and building and generally improving the little town. As your town improves you attract the attention of nefarious characters - Raiders - who must be fended off.
►Power Armor:
You'll get the chance to use Power Armor early in the game and even fight a Death Claw. It's incredibly awesome and reveals some key improvements. First, Power Armor uses fuel in the form of fusion cores. You must have fusion cores in order to keep using the armor. Second, you get a full fledged HUD while in the Power Armor suit that displays critical information - health, fusion charge, ammo and a compass. It's a lot more engrossing and actually feels like you're in a bada** suit compared to F3.
Again, your first settlement will feature a Power Armor Station where you can upgrade and repair your suit. Components are broken down my section of the suit - head, limbs and torso. These can be upgraded individually and also painted! The customization in F4 is one of the best features. Absolutely love this.
--------------------
TL;DR:
--------------------
Fallout 4 is the right mix of new sprinkled with plenty of improvements to what Bethesda established with Fallout 3. If you loved F3 or are looking for a new challenge get this game!
