In "Tell Me Why," those relationships are still built, but the consequences aren't really as severe. You can choose to alienate a surrogate father figure, but there's no real fallout besides a few dialogue choices and the epilogue. You can disagree with your sibling, ending the game with a bad relationship, and he goes off to live his dream which he talks about constantly from the beginning. So, really, the true emotional stakes of this game are determining how close you want to be with your twin and your home town?
There are bigger story-driven choices, of course, which spoil everything. You have to unravel a mystery about why your mother suddenly had a breakdown. It's very intimate, and as the twins get to learn more about their mother as adults, perspectives certainly change (and can be influenced by how you interact with your twin. And there is value in that, and it matters in the story.
One of the things I love about DONTNOD's games is that they love to emotionally kick you when you're down. You develop aforementioned relationships, or get a happily ever after, and then there's a cutscene showing that you made a wrong, selfish, or under-informed choice. I LOVE those moments. I shouted at my TV when LiS:BtS reminds you how certain characters connect between one game and the next. I never felt any of those moments in "Tell Me Why."
There are some issues which exist in our world today which are intelligently and respectfully explored in this game: mental illness, substance abuse, transgender identity, and more. It hits hard for kids who grow up in broken homes and struggle to maintain an identity as an adult. But those are moments, and not a part of the overarching story. The game is about forgiveness, and whether or not one can come to terms with that. By making a lot of little decisions, it influences the relationship with your twin.
But, all things considered, the emotional weight of it all just doesn't hit the same as some of DONTNOD's previous games. I think that the side character relationships are fascinating, but with only three episodes, they don't really get the same amount of fleshing out. I wondered at one point if this game would benefit by having five episodes (like LiS). I decided that it wouldn't... the stakes aren't that high and the side characters aren't that well-developed. You would have empty conversations, minigames, and puzzles, sure. But at a certain point, you just want to say "forget it" and plow ahead (which is an option in the game already).
Overall, this game is available on Xbox Game Pass. If you're a subscriber, it's totally worth checking out. If you're not, or this gets ported to PS4 at some point definitely purchase it, and check out the rest of DONTNOD's catalogue. They make great games. And while this isn't their greatest, it's still a good game.
